美国移动支付平台Square正式提交ILC银行牌照申请

本周,移动支付平台Square正式向美国有关部门提交银行牌照申请。据了解,本次Square申请的是实业银行牌照(Industrial Loans Charter,简称ILC)。ILC授权企业可以在开展银行业务的同时保留其原有非乐天堂娱乐商业服务项目。比如对Square来说,ILC可以让其在开展支付业务的同时保留食物外卖公司Caviar的运营资格。ILC牌照曾因《多德·弗兰克法案》通过而暂时被叫停,2014年正式恢复使用。此前,零售业巨头沃尔玛集团曾经提出ILC申请但并未获批。今年早些时候,在线借贷创企SoFi也提出ILC申请,目前还处于待审阶段。如果成功,那么SoFi将成为近十年来首个获批ILC牌照的企业。

诺奖得主罗伯特·席勒:比特币是泡沫经济的最好例证

据国外媒体Quartz报道,诺贝尔奖得主耶鲁经济学家罗伯特·席勒(Robert Shiller)在接受Quartz的一次采访时,被要求说出他现在能想到的非理性繁荣或投机泡沫的最佳例子,他表示,比特币是泡沫的最好例子。他认为这与比特币故事的激励效果有关。此外席勒指出,人们对于拥有数字化和计算机的新世界有一种基本的深深的焦虑感,他们想知道他们将在这个新世界里处于什么样的地位,也想知道10年,20年,30年之后会是什么样子。席勒表示,比特币的价格似乎只会上升,它给人们提供了一种有形的资产,它为这种焦虑提供了慰藉。在这种氛围下,比特币给人一种赋权感。它让人们感觉“我知道发生了什么!我可以推测,我可以很丰富的理解这个!”当然,问题在于投机泡沫通常会破裂,没有人知道什么时候会爆发。

斥资2.4亿美元,IBM携手MIT合作建立AI实验室

本周五,IBM公司宣布将携手MIT共同建立实验室,进一步就人工智能的巨大潜力进行研究开发。该实验室将主要关注以下四个方面,分别是AI算法、利用物理学创造全新AI计算硬件、AI技术的特定行业应用以及AI技术的社会效用影响评价。按照协议要求,IBM将在未来10年累计投资2.4亿美元用于实验室研发,而这个AI实验室还将与IBM的媒介实验室、计算机科学与人工智能实验室联合进行研究。IBM表示,AI实验室知识产权将由IBM与MIT共同持有。此外,IBM和MIT还鼓励建立创业企业,将AI实验室研究成果实现商业化。

加拿大英不列颠哥伦比亚省证券委员会颁发首个比特币投资基金经理授权

本周,加拿大英不列颠哥伦比亚省证券委员会(后文简称BCSC)宣布颁发首个比特币投资基金经理授权。这也是加拿大首个单独面对加密货币投资的相关授权。获得这份授权是First Block Capital Inc.公司。未来,该公司将可以投资基金经理和免责市场交易商的身份进行比特币投资基金操作。

欧洲央行计划采用全新的乐天堂娱乐科技许可指南

本周三,欧洲央行银行事务负责人Daniele Nouy在法兰克福召开的一次会议上宣布,欧洲央行正在研究全新的许可指南文件,同时计划将乐天堂娱乐科技企业也纳入本次文件涵盖范围。最终文件将在公众意见征询后正式对外公布。统计显示,虽然整体规模较小,但是乐天堂娱乐科技领域在今年一年半的时间里,就从传统借贷平台手中成功"抢走"了65亿美元的生意。随着乐天堂娱乐科技企业规模不断壮大,近年来各国各地区监管部门都已经开始着手对其进行系统监管。

美国监管科技创企RegTek Solutions获德意志交易所500万美元投资

RegTek Solutions是一家来自美国的监管科技创业企业,主要为乐天堂娱乐公司提供合规所需的各种软件服务。本周,RegTek Solutions宣布获得500万美元股权投资。本次投资由德意志交易所、伦敦乐天堂娱乐科技风投平台Illuminate Financial Mangement联合领投。今年6月,德意志交易所集团还曾建立了自己的企业风投部门,主要针对早期和成长期乐天堂娱乐科技企业进行投资。比如今年7月,该风投就投资了美国证券交易平台Trumid。Illuminate Financial Management主要致力于科技和资本市场企业投资,德意志交易所集团同样也是该公司的投资者。

澳新银行在澳首推手机银行声音解锁登录功能

本周,澳大利亚最大银行--澳新银行--宣布,用户在移动端使用其互联网银行服务时可以选择"Pay Anyone"功能,这样无需登录就可进行1000澳元以上的支付,再也不用担心额外密码或者需要到实体银行的烦恼。此外,澳新银行还表示,当用户通过移动端进行1万澳元以上的消费时,还可以通过声音进行解锁验证,目前还没有同类型银行在澳大利亚推出类似服务。本次声音解锁登录功能是澳新银行与声音生物识别公司Nuance共同合作的结果,这样的技术可以为用户提供安全和便利的登录验证服务。

Square applies for bank status

Square, the fintech startup headed by Twitter founder Jack Dorsey, has made an official application in the US for a banking license, ending months of speculation about its plans but also reigniting the argument about the use of industrial loans charters (ILCs). These charters, also known as industrial bank charters, give companies permission to carry out banking services but also enables them to continue providing other non-financial commercial services. In theory Square, which applied for an ILC rather than a traditional banking license, will be able to continue to operate its food delivery business Caviar as well as the provision of its payment terminals.ILCs were subject to a moratorium during the passing of the Dodd Frank Act but this was lifted in 2014. Since then retailer WalMart unsuccessfully applied for an ILC and then earlier this year online lending startup SoFi applied for an ILC. The application is still pending but if successful it would be the first award of an ILC for more than a decade.(Source: Finextra)

Nobel Laureate Robert Shiller : “the best example right now is bitcoin.”

As Shiller sees it, the best examples now of irrational exuberance or speculative bubbles is bitcoin. And he thinks that it has to do with the motivating quality of the bitcoin story.As it presents in Shiller's book Irrational Exuberance, there’s a fundamental deep angst of our digitization and computers, that people wonder what their place is in this new world;what’s it going to be like in 10, 20, or 30 years. Somehow bitcoin fits into that and it gives a sense of empowerment: as the the price of bitcoin keeps increasing, people feels that they could understand what’s happening; they can speculate and they can be rich from understanding this.That kind of is a solution to the fundamental angst. IBM pledges $240 million for joint AI lab with MIT

IBM and MIT are working together to conduct broad research about artificial intelligence with a new joint lab announced today. The MIT-IBM Watson AI Lab will be focused on four research pillars: developing AI algorithms, using physics to create new hardware for AI computation, applying AI to specific industries, and evaluating how AI will affect society. As part of the agreement, IBM will contribute $240 million over 10 years to the lab, which will operate in addition to and in partnership with IBM's existing research organizations including the Media Lab and the Computer Science and Artificial Intelligence Lab (CSAIL). The intellectual property produced at the lab will be jointly owned by MIT and IBM. IBM and MIT will also encourage the creation of startups to commercialize the research created in the lab. British Columbia Securities Commission Grants First Bitcoin Investment Fund Manager Registration

The British Columbia Securities Commission (BCSC) has announced the first registration of an investment fund manager in Canada solely dedicated to cryptocurrency investments. The approval by the BCSC was described as a landmark event. The BCSC granted First Block Capital Inc. registration as an investment fund manager and an exempt market dealer in order to operate a bitcoin investment fund. (Source: Crowdfund Insider)

European Central Bank working on new fintech licensing guidelines

The European Central Bank is working on new licensing guidelines that would also cover financial technology firms, Daniele Nouy, the ECB’s top bank supervisor told a conference on Wednesday. This guide will be published shortly for the purpose of a public consultation.The fintech sector, though still relative small, has been stealing market share from traditional lenders in a variety of sectors from payments to lending, attracting investment $6.5bn (£4.9bn) in the first half of the year.As the size of fintech players grows, regulators around the world are scrambling to come up with a framework for regulatory oversight.(Source: The Independent

Deutsche Boerse invests in U.S. 'regtech' startup: source

German exchange operator Deutsche Boerse Group has participated in a $5 million equity investment in RegTek. Solutions Inc, a U.S. startup providing software to help financial firms comply with trading regulations, according to a source familiar with the situation. Deutsche Boerse co-led the investment alongside London-based financial technology venture capital firm Illuminate Financial Management LLP, the source said. Deutsche Boerse launched its corporate venture capital arm in June, to make strategic investments into early to growth stage fintech firms. In July it backed US-based bond trading platform Trumid. The German exchange group is one of the investors in Illuminate Financial Management, which backs fintech startups that provide technology to capital markets companies. (Source: Business Insider)

ANZ First Big Bank with Voice ID for Mobile Banking

According to the big bank, ANZ customers can now make ‘Pay Anyone’ payments of over $1,000 on their mobile without logging into internet banking, remembering additional passwords and PINs or visiting a branch. Customers will also be able to use Voice ID to make BPAY payments of over $10,000 on their mobile. Voice ID uses proven voice biometric technology from Nuance that is more secure and more convenient than legacy authentication methods.(Source: Canstar)
